PROGRAM AND PROJECT
MANAGEMENT
Program Support
Most IPS program managers have 15 or more years’
experience providing program and project management support to a variety of
Department of Defense clients. This experience includes: Plan of Actions and
Milestones (POA&M) development and maintenance; Earned Value Management (EVM);
Capability, Maturity Model Integration (CMMI) development, implementation,
tracking, and training; as well as managing all major phases (major process
groups) of various projects (Conception and Initiation, Definition and Planning,
Execution, Monitoring and Control, and Project Close).
Acquisition Program Planning Support
IPS personnel have extensive experience in
developing Master Acquisition Program Plans (MAPP), Acquisition Program Baseline
Agreements (APBA), Integrated Master Plan and Schedules, Acquisition Logistics
Support Plans (ALSP), and Integrated Logistics Support Plans (ILSP). The first
on-line MAPP was developed by IPS personnel working with NSWC PCD and PMS 495
personnel in 1997 for the RMS (V)3 program. IPS personnel developed and
maintained the integrated master schedules to ensure that these programs follow
the Integrated Defense Acquisition, Technology, and Logistics Life Cycle
Management Framework. In addition, IPS’s experience includes developing
Demilitarization and Disposal Plans, Master Production Schedules (MPS), User’s
Logistic Support Summary (ULSS), Spares, Support Equipment Plans, and
Diminishing Manufacturing Sources and Material Shortages (DMSMS) Plans.
Configuration Management Support
IPS has vast experience and has shown its ability
in support of NSWC PCD programs, to collect raw data, catalogue, analyze data,
conduct technical researching for provisioning, gather vendor information, grade
product effectiveness/quality/pricing, perform data recalls, plan and conduct
configuration audits, reconcile inventories, documentation, and warehousing. The
team has verified technical data by reviewing manufacturers’ technical manuals,
evaluating manufacturers’ system baseline documentation through configuration
audits of the equipment, and conducting system baseline documentation reviews.
IPS personnel use Configuration Management Professional (CMPro) to add drawings
into the database supporting proper configuration management of U.S. Navy
systems. Findings from audits are documented in CMPro, arbitrated with
engineering, and tracked to completion. Also, physical configuration audit (PCA)
findings and signed drawings are released in CMPro and a physical configuration
baseline is established and maintained. IPS personnel review Configuration
Status Accounting Reports (CSARs) data to verify compliance of the original
equipment manufacturer (OEM) against contract requirements.
IPS employs two Configuration Management
Professionals Level III (CMPIII).
Financial Management Support
IPS personnel have provided
ongoing program financial accounting support from the Navy Enterprise
Resource Planning (NERP) and other financial tools to produce monthly progress
reports for several Department of the Navy programs. Some of the financial
management deliverables includes Budget Planning Spreadsheets, weekly financial
tracking of all funding received and expenditures, development of Work Packages,
Spend Plans, completion of funding acceptance documentation, and ensuring
Obligation/Expenditure Benchmarks are met.
Training Support
Numerous IPS personnel have
in-depth experience in developing training materials, with specific involvement
in creating overall classroom curriculums. Tasks have included Fleet training,
Field Service Representative (FSR) training, design of detailed PowerPoint
presentations, establishment of course learning objectives, design of detailed
PowerPoint presentations with animation, creation and distribution of student
and instructor teaching materials, and providing course instruction. IPS
training personnel are certified U.S. Navy, Marine Corps, and Air Force
Classroom Instructors, Field and Afloat Trainers, and curriculum developers who
have served as instructors both domestically and abroad.

Logistics
The IPS Logistics staff
has extensive knowledge, training, and decades of experience in mine warfare
systems, mines, naval special warfare systems, diving and life support
systems, amphibious/expeditionary maneuver warfare systems, and other

Test and
Evaluation Support
IPS has five test directors,
certified by the Test and Safety Review Committee (TSRC) at the Naval Surface
Warfare Center, Panama City Division (NSWC PCD) among its personnel. IPS’ test
directors are approved to conduct testing under the National Unmanned Systems
Shared Resource Center (NUSSRC) test execution plan. In addition, IPS has the
seasoned technical expertise among its engineers, testing/engineering analysts,
technicians, data collection specialists, technical writers, test equipment
operators, and maintenance and logistics specialists required to support each field
event. IPS personnel have extensive experience preparing test execution plans (TEP),
test procedures (TP), test support plans (TSP), and coordinating their approval
by the NSWC PCD TSRC. IPS provides test directors and test personnel to NSWC PCD
in support of the Mine Roller Family of Systems (MRS FoS), Ground Penetrating
Radar (GPR), and High Voltage Energy (HVE) programs.
Safety Support
All of IPS’ test directors are
fully qualified by the Naval Surface Warfare Center, Panama City Division (NSWC
PCD) Safety Office as Safety Observers and have experience preparing safety and
Operational Risk Management (ORM) documentation such as System Safety Plans,
System Safety Assessment Reports, and Environmental Impact Statement (EIS). IPS’
Safety Observers observe testing to ensure that the tests are conducted safely
and in accordance with directives and regulations, and have provided assessments
in accordance with MIL-STD-882, Occupational Safety and Health Administration
(OSHA), and the National Environmental Policy Act.
Depot Support
IPS supports the In-Service
Engineering Agent (ISEA) with depot-level repair support including: packaging,
handling, storage, and transportation (PHS&T); maintenance overhauls; and,
foreign military sales (FMS). In addition, IPS provides training, provisioning,
and engineering depot support for numerous Navy systems.
Drafting
The IPS drafting department
has extensive experience in AutoCAD and other design software supporting both
private industry and various Department of Defense agencies. 2D and 3D CAD, file
conversions, photo manipulation, and custom logos and signage are services
provided to our customers resulting in a superior product. IPS personnel work
closely with the customers and their requirements while also adhering to
military (MIL) and American Society of Mechanical Engineers (ASME) standards.
Photography/Videography Support
IPS has a professional
photographer with more than 37 years’ experience, who can provide video and
digital photography in support of on-going research and development programs,
tests, sea tests, and aerial photography. Our photographer/videographer records
and edits internal video productions using computer non-linear video editors and
provides digital still and video photography for command functions, project
support, administrative photography, and portraiture for executive boards, web
sites, and command events.

Technical Document Development and Maintenance
Several of our staff members
are qualified technical writers and editors. IPS has developed a variety of
technical manuals or technical orders from the ground up as well as
accomplished the update, revision, or conversion of numerous technical manuals.
Our staff is knowledgeable in the S1000D specification and possesses the skills
to develop new publications or convert legacy documentation to S1000D using
XML-based content development software. Some of our technical documentation
efforts involve systems such as AN/SLQ-48, Versatile Exercise Mine System (VEMS),
Expendable Mine Neutralization System (EMNS), Unmanned Underwater Vehicle (UUV),
Airborne Mine Countermeasures (AMCM), and QUICKSTRIKE.

WAREHOUSE MANAGEMENT
Warehouse Facilities
Our warehousing team processes
includes semi-annual physical inventory reconciliation activities that ensures
that government-furnished equipment (GFE), contractor-furnished equipment (CFE),
and other material, tools, or equipment are properly accounted for and exact
stockpile lists are produced. IPS has several certified Class 4, 5, and 7
Forklift operators among its personnel.
Inventory Management and Radio Frequency Identification
IPS is the
premier local provider of radio frequency identification (RFID) system support. IPS provides project management, technical, research, documentation, and
training for the Mission Package Automated Inventory Information System (MPAIIS),
which is a passive RFID (pRFID) system designed to provide autonomous, remote
inventory capability, increased productivity, reduced total ownership costs, and
decreased workload to perform inventories. IPS is currently providing
support to MPAIISs located in warehouses, laboratories, office buildings,
support containers, and in the field.
